The North
East Regional Health Authority, a statutory body under
the Ministry of Health, with responsibility for the management and
delivery of health care and public health services within the parishes
of St. Ann, St. Mary and Portland, is seeking a strong, dynamic,
mature and experienced individual to fill the challenging position
of PARISH MANAGER for St. Mary.
SCOPE:
Reporting to the Regional Director,
the incumbent will be responsible and accountable for the overall
management and delivery of quality health services and the status
of public health in the parish of St. Mary. This results-oriented
individual must have proven experience in general management with
a track record of noteworthy achievements of targets and meeting
deadlines.
REQUIREMENTS:

Bachelor’s degree in Management
Studies, Health Services Management or equivalent.

Postgraduate qualification
in Management would be a definite asset.
-
Minimum of five (5) years’
experience at a general management level with extensive exposure
to Strategic Corporate Planning, Human Resource Management and
Industrial relations, budgeting and Finance, Operations Management
and Management Information Systems.

Working knowledge of health
systems and government legislation relating to health delivery
in the public sector (Service Level Agreement and Staff Orders
for Public Service).

Knowledge of Accounting principles
and Procurement processes.

Project Management experience
would be an asset.

Excellent leadership, decision-making,
analytical, problem solving and critical thinking skills.

Excellent interpersonal, written
and oral communication skills.
DUTIES & RESPONSIBILITIES
include:
-
Managing the activities of the
integrated health care delivery services in accordance with
established policies and priorities to ensure the delivery of
health care that is accessible and affordable.

Developing and managing the
annual budget to meet set targets and ensure regulatory compliance.

Ensuring the implementation
of programmes including the required financial, technical and
human resources necessary to facilitate the delivery of quality
health care.

Monitoring and evaluating the
performance of the health facilities and programmes against
targets on a continuous basis and provide feedback to Regional
Directorate.

Ensuring the timely collection,
collation and analysis of data relating to the delivery of health
services and participate in health studies.

Coordinating and directing
the development, implementation and evaluation of disaster preparedness
and management of mass casualty plans for the parish.
